Puerto Ricans need a new birth certificates?

If you were born in Puerto Rico, you may want to write this on your calendar.

Starting July 1, 2010, Puerto Ricans born on the island will need to apply for new birth certificates for any official transactions requiring that document, such as requesting drivers licenses or getting new passports.

The older birth certificates that have been issued in Puerto Rico will be invalidated as of that date, as the government moves to implement security measures to avoid identity theft and U.S. immigration fraud. 

The birth certificates of Puerto Ricans are desirable to many from elsewhere in Latin America who seek to pass themselves off as Spanish-speaking U.S. citizens. Those birth certificates were selling for $5,000 to $10,000 and accounted for 40 percent of birth certificate fraud in the United States, said Puerto Rico Secretary of State Kenneth McClintock.

In addition to the new documents, which will have security markings to prevent fraud, Puerto Rico now bans for anyone other than the person named in the certificate from keeping a copy of the original.

“We had a bad habit through the decades that people had to give their original birth certificates in order to register for day care, for elementary school, for middle school, for high school or college, even to enter little league or sign up to a ballet class or register in summer camp, and as a consequence we had thousands of student records containing birth certificates that remain valid,” said McClintock.

Many of those certificates were being stolen and sold in the black market, McClintock said.

“This change will benefit Puerto Ricans; first, because we are taking steps to protect their identity and, second, because instead of getting 20 copies of your birth certificates at $5 each, now they will be able to obtain one and, if it’s well-cared for, it could be good to show for any of those transactions.”

The changes were made, McClintock said, after the federal government approached island officials to tell them of growing fraud and identity theft with those documents. There had also been incidents of burglars breaking into island schools to steal birth certificates.

After July 1, Puerto Ricans will still be able to apply for new birth certificates by mail and the cost will remain at $5 each.

It is a pleasure to make your acquaintance and I hope that our organization can be of assistance to you, in especially when the Latino community needs your help most of all. First, I would like to give you some background about our organization and what we represent and how we can be of assistance to each other in building a bridge to foster better relations with the Latino community. I know this message comes to you with such short notice, however, I know with our assistance, you, your agency, and staff will turn a negative image into a positive one, not only for the Latino Community, but for the Lake County community as well. About Us: The Latino Officers Association Florida (LOA-FLA) is an acknowledged fraternal and advocacy organization. The mission of the Latino Officers Association Florida is to create a coordinated network of support without limitations or boundaries. The LOA-FLA strives to create chapters in the wide array of law enforcement agencies and companies. The LOA-FLA strives to create affiliations with other organizations that provide representation and services equivalent to those offered by the LOA-FLA.

The mission of all LOA-FLA chapters is to promote tolerance toward and understanding of the Latino culture in all public and private agencies, especially in the law enforcement communities. As this holiday season approaches us, I want to take this time to reflect on God’s gift to all of us. John 3:16 over 2,000 years ago was powerful and as of this day, it continues to be more powerful. As we reflect back during this year, many of our brothers and sisters that have put their life protecting our citizens, and given their life, It brings me memory and reminds my spirit, how Jesus gave his life to protect us and give us life internally. Hallloween comes from the Pagen festival Samhain celebrated among the Celts of Ireland and Great Britain. Other countries, including America began this tradition in the ninetenth century. The word halloween means “all-hallow-even,” but it has been shortened to Halloween.

Halloween (also spelled Hallowe’en) is an annual holiday celebrated on October 31. It has roots in the Celtic festival of Samhain and the Catholic holy day of All Saints. It is largely a secular celebration but some have expressed strong feelings about perceived religious overtones. The day is often associated with the colors black and orange, and is strongly associated with symbols like the jack-o’-lantern. Halloween activities include trick-or-treating, wearing costumes and attending costume parties, ghost tours, bonfires, visiting haunted attractions, pranks, telling scary stories, and watching horror films.

How did the tradition of trick-or-treating begin?
There are several ancient practices that point to this tradition. One possibility is from the notion that ancient witches had to steal the materials needed for their festivals. The Druids may have believed that witches held this day to be special, something clearly true for modern witches.
The idea of trick-or-treating is further related to the ghosts of the dead in pagan, and even Catholic, history. For example, among the ancient Druids, “The ghosts that were thought to throng about the houses of the living were greeted with a banquet-laden table. At the end of the feast, masked and costumed villagers representing the souls of the dead paraded to the outskirts of town leading the ghosts away.”
As already noted, Halloween was thought to be a night when mischievous and evil spirits roamed freely. As in modern poltergeist lore, mischievous spirits could play tricks on the living—so it was advantageous to “hide” from them by wearing costumes. Masks and costumes were worn to either scare away the ghosts or to keep from being recognized by them:
In Ireland especially, people thought that ghosts and spirits roamed after dark on Halloween. They lit candles or lanterns to keep the spirits away, and if they had to go outside, they wore costumes and masks to frighten the spirits or to keep from being recognized by these unearthly beings.

 

Human and Animal Sacrifices
On Halloween, for thousands of years, druid priests have conducted diabolical worship ceremonies in which cats, horses, sheep, oxen, human beings and other offerings were rounded up, stuffed into wicca cages and burned to death. These human and animal sacrifices were apparently required to appease Samhain and keep the spirits from harming them.
Trick or Treat
To obtain these sacrifices, druid priests would go from house to house asking for fatted calves, black sheep and human beings. Those who gave were promised prosperity, and those who refused to give were threatened and cursed. This is the origin of “trick or treat.”
Jack-O-Lantern
The Jack-O-Lantern has its origin in the candle-lit pumpkin or skull, which served as a signal to mark those farms and homes that supported the druids’ religion, and thus were seeking the “treat” when the terror of Halloween began. The World Book Encyclopedia says: “The apparently harmless lighted pumpkin face of the Jack-O-Lantern is an ancient symbol of a damned soul”.
